This page is dedicated to those who are on the clubs Management Committee. Without many of these people we would simply not have the cricket club we have. Thanks to those on the Committee and others who are not but deserve to be recognized for the time and effort they put into the club every year.

Read Cricket & Bowling Club

Rules and Regulations

 

 I. The Club shall be called the Read Cricket & Bowling Club.

2. The objects for which the Club is formed are the promotion and playing of the games of Cricket and Bowling, with social intercourse amongst the members.

3 (a) The Club shall consist of Honorary Members, Life Members, Patrons, Playing Members, Junior Playing Members, Members, Junior Members, Senior Citizens, Family and all such Members shall have full and equal voting rights and shall be elected in accordance with Rules 10 and 1I. Membership shall be open to all irrespective of age, gender, disability, race, ethnic origin, creed, colour, social status and sexual orientation. Persons under the age of sixteen will be classified as Junior Members without a right to hold office or to exercise the power of voting.

  (b) The numerical Membership, the election of Members and all individual changes in Membership shall be at the discretion of the Committee.

  (c) After May 31st of any season all Playing Members, Junior Playing Members who have not paid their Annual Membership Fees will not be selected for any team until such Membership Fees have been paid. N.B. Any new player who joins the club after May 31st will have one month to pay his fees from the date of registration.

4. The Officers of the Club shall be a President, Chairman, Vice‑Chairman, Secretary, Treasurer ,Solicitor and an Auditor. They shall be proposed, Seconded and elected by ballot at each Annual General Meeting and shall hold their office until the next Annual General Meeting when they shall retire but be eligible for re‑election from year to year. All officers shall be (Ex officio) members of the Committee.

5.The Committee shall consist of the Officers of the Club, The Secretary of the Bowling Green Section and twelve other Members, nine or whom shall represent the Cricket Section and three the Bowling Section.

6. At the Annual General Meeting, six. Members of the Committee other than the officers (four from the Cricket Section and two from the Bowls Section) and the Secretary of the Bowling Section shall retire, but all shall be eligible for re-election at the same Annual General Meeting. Members shall retire in order of seniority and in the case of equal seniority; order of retirement shall be determined by lot.

7. The election of the Committee Members shall take place in the following manner:

(a) Any two Members of the club shall be at liberty to nominate a Member to serve on the Committee, and the name of each Member so nominated shall be sent in writing to the Secretary twenty‑four hours, at least before the Annual General Meeting accompanied by a letter from the candidate consenting to serve, if elected.

(b) A list of names in alphabetical order of Members nominated to serve on the Committee shall be affixed to the Notice Board of the Club prior to the time of the Annual General Meeting. Voting shall be by ballot and every Member shall be entitled to vote for as many candidates as there are vacancies to be filled. The candidates, up to the number of vacancies who shall receive most votes, shall be declared elected. If two or more candidates receive an equal number of votes then another ballot shall take place between the two or more candidates with equal votes. In the case that two or more candidates still receive an equal number of votes then none of such candidates shall be elected and a vacancy or vacancies on the committee resulting there from shall be filled in accordance with Rule 8.

8. In the event of the vacancy on the Committee, the Committee shall have power to elect any member of the Club to fill such vacancy, but any member so chosen shall retire at the following Annual General Meeting, but shall be eligible as a candidate for election to the Committee at such Annual General Meeting. The service of such a member prior to election at such Annual General Meeting shall not be reckoned in calculating the seniority of such member if subsequently elected to serve on the Committee.

9 (a) The entire management of the club (except as otherwise provided by these Rules) shall be controlled by the Committee who may from time to time appoint from among their members such Sub‑Committee's as they may deem necessary or expedient and may depute, delegate or refer to them such of the powers and duties of the Committee as the Committee may determine. Such Sub‑Committee's shall, periodically report their proceedings to the Committee and shall conduct their business in accordance with the direction of the Committee.

9 (b) Any disciplinary matters should be referred to the Club Committee who are responsible for all such matters, and who have the power to adjudicate on the same (and whose decisions are final and binding on all parties) for the purposes of these rules this will include any player, member, or if appropriate any other person, or persons involved in any actual misconduct, or possible misconduct concerning the Club, its playing commitments, the ground, or its surrounding areas.

10. The election of members of the Club shall be determined by the Committee and every candidate for admission, as a member shall be proposed by one member and seconded by another, both of whom shall vouch for the fitness of the candidate. The name and address of the candidate, together with those of the proposer and seconder, shall be posted in the Club Room for seven days preceding the day when the candidate comes up for election. The candidate will by a simple majority of the committee be elected a member of the above club.

11. On the election of a new member, the Secretary shall notify the same to him/her in writing, furnishing a copy of the Rules and requesting him/her to pay their first subscriptions to the Treasurer. A member shall enjoy the benefits or privileges of the club until such payment shall have been made. If such payment has not been made within one month from the date of the Secretary's notice, the election shall be void unless sufficient cause is shown to the satisfaction of the Committee.

12. The annual subscription shall be:

             Patron, Playing Member, Junior Playing Member, Ordinary Member, Senior Citizen, Junior Member, Family Member

And the single subscription for Life Membership Approved Annually.

13. Any member may resign his/her membership by giving to the Secretary notice in writing to that effect, but shall continue liable for any annual subscription due and unpaid at the date of resignation.

14. Any person on ceasing to be a member of the Club shall forfeit all right to claim upon the Club, its property and funds.

15. The Annual General Meeting of the Club shall be held each year upon a date and at a time, to be fixed by the Committee for (inter alia) the following purposes:

     (a) To receive from the Committee a report, balance sheet and a statement of accounts for the preceding year and a estimate of the receipts and expenditure for the current financial year

     (b) To elect the Officers and the committee for the ensuing year.

     (c) To decide on any resolution which may be duly submitted to the Meeting.

16. The Chairman or the Committee may at any time for any special purpose call an Extraordinary General Meeting of members and they shall do so forthwith upon the requisition in writing of any ten members, or one fifth of the total membership whichever is the lesser, stating the purposes for which the meeting is required.

17. At least seven days notice of any General Meeting specifying the business to be transacted and the day place and hour of the meeting shall be displayed on the Club Notice Board and in the Parish Notice Board in Whalley Rd.

18. At all General Meetings of the Club, the Chairman or, in is absence; a member selected by the Meeting shall take the chair. Every member present entitled to vote shall have one vote upon every motion and in the case of equality of votes the motion shall be deemed to have lost.

19. These Rules may be added to repealed or amended by resolution at any Annual or Extraordinary General Meeting, provided that no such resolution shall be deemed to have been passed unless it be carried by a majority of at least two thirds of the members voting thereon. One calendar month's notice of the intention to propose any new rule or deletion or amendment of an existing rule shall be given to the Secretary. Who shall display Rule changes on the Club Notice Board and the Parish Notice Board in Whalley Rd for Seven Days prior to Annual General Meeting.

20. The Committee shall from time to time make, repeal, and amend all such bylaws and regulations (not inconsistent with these rules) as they shall think expedient for the internal management and well being of the club. AB such bylaws and regulations shall be binding upon the members until repealed by the Committee or set aside by resolution of a General Meeting of the Club.

21.  Five members to form a quorum.

22. An honorarium to the Secretary and Treasurer shall be agreed upon at each Annual General Meeting.

23. The Chairman, Secretary, Treasurer and two members of the Committee shall constitute a standing committee to deal with any emergency and attend League Meetings or other meetings as deemed necessary. The said two Committee members are to be appointed at the first Committee meeting following the Annual General Meeting and to be elected by a simple majority.

24. Any cheque drawn on the accounts of the Club shall be signed by the Treasurer and in addition either by the Chairman or Vice‑Chairman.

25.The Property of the Club shall be vested in Trustees who shall be appointed at an Annual General Meeting of the Club and they shall respectively hold office until death or resignation unless removed from office by a resolution of the Members. Any casual vacancy occurring by removal, resignation or death shall be filled up at the same or next General Meeting. The Trustees shall be not more than seven nor less three in number and shall be (ex officio) members of the Committee. The Trustees shall have power to purchase land or other property and to invest money and adopt such measures as may appear to them necessary in the interest of the Club, subject to the approval of the Committee. Provided the Trustees act as directed by resolution of the Committee, (of which an entry in the Minute book shall be conclusive evidence) they shall be indemnified against all risk and expense out of the Club property. . In the event of the dissolution of the Club the Trustees shall make any net assets be applied for approved sporting or charitable purposes

26.The supply of intoxicating liquor in the Club premises will be permitted during the following hours:

                        Weekdays                                                        7.00-11.00 P.M.

                        Saturdays                                                         2.30-4.30 P.M. &

                                                                                                6.00-11.00 P.M.

                        Sundays, Christmas Day & Good Friday           1.00-3.00 P.M.

                                                                                                6.30-10.00 P.M.

No intoxicating liquor shall be supplied to members or to any other persons on the Club premises otherwise than by or on behalf of the Club. No intoxicating liquor shall be supplied for any payment to any person on the Club premises other than a member.

27. The General Committee shall arrange the supply of intoxicating liquor by the Club to members, and to other persons on the Club premises, and shall secure the due observance of the provisions of the Licensing Act 1964,and all Acts relating thereto, and of any conditions attached to any registration certificate granted in respect of the Club premises.

28. No person shall be paid at the expense of the Club any commission percentage or similar payment on or with reference to purchase of intoxicating liquor by the Club; nor shall any person directly or indirectly derive any pecuniary benefit from the supply of intoxicating liquor by or on behalf of the Club to members or guests, apart from any benefit accruing to the Club as a whole.

29. Members may introduce and entertain guests at the Club and there shall be kept at the Club premises a Visitors' Book which both the member and his guest shall sign. The member introducing a guest shall be responsible for his/her guest strictly observing these Rules and the Club bylaws and shall not leave the Club premises before his/her guest. The same person may not be introduced to the Club premises as a guest on more than one occasion in any one calendar month.

No guest shall be permitted to make many payment directly or in directly for the supply to him/her of any intoxicating liquor. No guest shall be supplied with intoxicating liquor for consumption off the premises. No person whose membership of the Club has been terminated or is for the time being suspended, or whose application for membership has at any time been rejected, shall be introduced as a guest; nor shall any member entertain on the premises more than three guests at any one time.

30. No betting shall be allowed in the Club. No lottery shall be promoted by any member or officer on behalf of or in any way connected with the Club or with any entertainment or event held by or in connection with the Club without the previous written authority of the General Committee. Gaming shall be permitted in the Club so, however, as not to contravene any of the provisions of the Betting, Gaming and Lotteries Act 1963 or any statutory modification thereof for the time being in force.

3I. No intoxicating liquor shall be supplied or sold to persons other than members of the Club and their bona fide guests introduced to the Club premises in accordance with Rule 30 except 1963,

           (a) On match days when the Club has a prearranged sporting fixture or engagement with another bona fide recognised sporting club intoxicating liquor may be sold to visiting team and their supporters providing that all such persons shall first have produced satisfactory proof of membership of the visiting and have signed the visitors book;

           (b) The Management Committee may authorise a member of the Club to use the Club's facilities for a personal or family celebration such as a wedding, anniversary, or retirement party at which intoxicating liquor may be sold to persons participating in the function including those who are not members of the Club or their bona fide guest's provided.

1. Such persons are admitted to the Club premises only on the personal written invitation of the Club member organising the function.

2. The Club Secretary shall give the Clerk to the Justices at least 14 days written notice of the holding of the function and such notice must include;

2a.The name and address of the organiser of the function and confirmation that he/she is a fully paid up member of the Club

            2b. The nature of the occasion to be celebrated.

2c. The date and commencing and finishing times of the function.

2d. The number of guests invited to the function.

2e.If the premises are not to be used exclusively for the function during the times notified, the   room which is to be set aside for the holding of the function must be identified.

             3. The total number of persons at the Club premises on any such occasion shall under no circumstances exceed the maximum occupancy recommended by the Fire Authority.

4. The number of functions authorised by the Committee and under this Rule shall not exceed 26 in any one calendar year.

32. Any Member or Persons found causing damage to Club property will be liable to compensate the Club for the cost of the said damage.

33. ‘The Club has adopted the E.C.B. “Safe Hands Policy”, and works within its guidelines’.

34.     a. ‘There must be an interval, of at least two days, between a person applying, or being nominated to become, a member of the Club (or becoming a member without application or nomination} and thereafter enjoying the privileges of membership.

          b. ‘There must be no restrictions on the Club’s freedom to purchase alcohol,{ i.e. no tie brewery}.’

          c. ‘The money or property of the Club and the net income derived from the bar takings must be applied for the benefit of the Club as a whole, and not to the benefit of a few members alone,{ i.e. no franchising out of bar premises by the Club to a third party}’.

          d. ‘Proper Books of Account for the running of the bar must be kept and disclosed periodically to the Club members, as part of the Annual Report’.

          e. ‘The premises used as bar must be acceptable’

          f. ‘The Club must have at least 25 members’.

          g. ‘Alcohol which is supplied on the premises is by or on behalf of the Club’.

          h. ‘The purchase of Alcohol by the Club, for sale or supply to its members, associate members or guests { as defined in Rule 37) must be overseen by a committee of Club members who are over 18 years of age, and are elected by members of the Club’.

          i.  ‘The Club must not make any arrangements for any person to derive, directly or indirectly, any monetary benefit, or other benefit, from the supply of alcohol to members or guests apart from to benefit the Club as a whole. ( i.e. no steward employed under a contract of employment}’.

          j.  ‘Associate Members are defined as members of another recognised Club with a bar and who pay a subscription to use such facilities’.
